What is CIDB?

10 yes/no questions for construction contractors who work, or want to work, on public contracts: your CIDB registration, grade and class, keeping it valid, tender and subcontractor practice, and prompt payment. You get a score for each area and a list of gaps with what to do about each one.

Official name
CIDB Self-Assessment (Contractors)
Status
In force. Shown as in force as we understand it. Check the current text with the regulator or an attorney, since provisions can be amended or commence at different times.

Who it applies to

  • Whether it applies to you depends on your size, activities and licences. Use the free "Which laws apply to me?" checker, or read the first section of the self-assessment.
  • Answer Not applicable throughout if you are not a contractor and do not tender for public construction work.

What you have to do

Registration and grade

A business should be able to show that it can answer yes to these: Are you registered on the CIDB Register of Contractors, with the grade and class of work (for example general building, civil engineering, electrical) that match the work you tender for? Does your grade rest on both your work history (largest contract completed in the last five years) and your available capital, knowing the lower of the two decides the grade? Is your registration valid and renewed on time, and do you track the expiry date? Do you keep your CIDB details (company information, directors, owners, tax status) up to date, and give the CIDB the information it asks for?

Tendering and delivery

A business should be able to show that it can answer yes to these: For each tender, do you check that the project is registered with the CIDB where the rules require it, and that your grade meets the requirement? Do your tenders and conduct comply with the Standard for Uniformity in Construction Procurement and the code of conduct for the industry, including no collusion or bribery? When you use subcontractors, do you appoint them fairly and register-check them against the grade and class required?

Quality, payment and related duties

A business should be able to show that it can answer yes to these: Do you pay subcontractors and suppliers promptly, within the terms agreed, with CIDB best-practice guidance suggesting payment within 30 days of a claim? Do you meet the other laws that apply to a construction business, such as the Construction Regulations under the OHS Act, COIDA registration, UIF, and a valid B-BBEE certificate or affidavit? Do you keep a project file for each contract with the contract, programme, quality records, completion certificate and payment records?

How to comply, step by step

  1. Registration and grade. Check your designation against the contracts you bid for. Bidding above your grade will disqualify you. Keep your completion certificates and financial statements ready, and plan an upgrade application when both support it. Put the expiry date in your calendar, and apply well before it. An expired registration blocks bids. Update the CIDB when anything changes, so a public body's check of your record matches your bid.
  2. Tendering and delivery. Add a pre-bid check of grade, class and project requirements to your tender checklist. Brief your bid team on the code of conduct and competition law. See the Competition Act assessment. Keep subcontractor appointment records, and check their CIDB status and tax standing before signing.
  3. Quality, payment and related duties. Track subcontractor claims and aim to pay within agreed terms. Late payment is a common cause of disputes. See the OHSA, COIDA and B-BBEE assessments, and keep a letter of good standing and safety file for each site. Keep completion certificates safe, since they support your next grade upgrade.

Frequently asked questions

How can I check where my business stands on CIDB Self-Assessment (Contractors)?

Take the free self-assessment. It scores each area, lists your gaps with what to do about each one, and does not say you are compliant. You can save the result to ComplianceDesk to turn each gap into a task with an owner and a due date.

Is this guide written by a lawyer?

No. It was assembled from the public sources listed below and has not been reviewed by a lawyer. Treat it as a starting point and check the current law before relying on it.

How many controls does ComplianceDesk track for CIDB?

7, organised into 3 categories, ready to assign to an owner as soon as you activate the framework.

Can I track CIDB alongside other frameworks?

Yes — most teams activate several frameworks at once. Controls that overlap across frameworks can share the same evidence, so you don't collect the same document twice.

How long does it take to set up CIDB in ComplianceDesk?

Activating CIDB instantly seeds its full control library. Most teams assign owners and get their first controls moving within a day.
